What is Lorem ipsum
It is meaningless text in garbled Latin that designers and layout developers use in place of the future text. It starts with the words "Lorem ipsum dolor sit amet" and goes back to a treatise by Cicero. Such text doesn't distract with its meaning but looks like the real thing: with paragraphs, words of different lengths and commas.
Why use placeholder text in your own language
Latin doesn't match real text in word length. In Russian, German or Japanese, words and lines are quite different, and a layout can "break" once the real text arrives. That's why there is placeholder text in 10 languages here: it is made of ordinary neutral words, so nothing offensive or odd comes out by accident.
Tags for layout
Turn on "<p> tags" and each paragraph will be wrapped in a tag - ready to paste into an HTML template, a CMS or an email. Without tags, paragraphs are separated by an empty line.

Nothing. It is a piece of Latin text by Cicero, deliberately scrambled and cut so that people look at the layout instead of reading it. It has been used in print shops since the 16th century and in design today.
Yes. The text is generated randomly right in your browser, and nobody holds rights to it. Just don't forget to replace it with real text before the site goes live.

Yes. Japanese has no spaces between words, so the text is built without them, using Japanese periods and commas. This is closer to how real text will look.
If you leave it on a published page, yes, and badly: search engines see meaningless text. Use placeholder text only in mockups and on test pages.
